IAC and LCC
What You Need to Know About the Interagency Council (IAC)
The IAC exists within the community to find and use
community based resources to help your child. This
committee consists of "front line workers", teachers,
social workers, family advocates and community resource
specialists. As the parent you are the most important
member of the team, you know your child better than
anyone.
The IAC accepts referrals from the following sources:
- Parents
- Agencies
- Your child's school
- Family advocates and others
The mission of the IAC is to help the referral source
develop a community based plan to care for youth with
multiple needs that include the family in the process.
The IAC will then assist the referral source put
services in place and ensure the plan is followed
through. For children more intensive needs that have
been recommended for out-of-home placement the IAC will
forward the case to the local Coordinating Council
(LCC). The IAC meets monthly as needed.
What You Need to Know About the Local Coordinating
Council (LOC)
The Local Coordinating Council (LCC) oversees services
to children that have been referred by a LCC member
agency or the IAC for out-of-home placement or a
residential level of care. Referrals are only accepted
from member agencies and the IAC. The LCC consists of
a representative from child serving agencies in
Caroline County, the Local Management Board and a
Parent Advocate.
The mission of the LCC is to serve children with
intensive needs in the least restrictive environment.
If a child is recommended for residential level of care
or placement this council will eliminate all
possibilities of community based services before
recommending placement.
If a child can be served successfully by the community
based services the LCC will approve the services and
together with the parent/guardian a Plan of Care and
Budget will be developed. This will be submitted to
the Local Management Board (LMB) for approval of
funding. If approved by the LMB, a case manger if
appropriate, will be assigned the case for further
assessment and coordination of services. The LCC will
continue to monitor the Plan of Care for the duration
of funding. Currently the LMB uses two forms of
funding; Community Services Initiative (CSI) and LCC
Flex Funds. The LCC will determine the method of
funding based on the intensity of services. The
Caroline County LCC meets the third Wednesday of every
month unless otherwise notified.
