“The Caroline Human Services Council develops and promotes a caring environment that provides efficient and effective services to the residents of the County by working in a partnership with public and private individuals, agencies and organizations.”
The Caroline Human Services Council, Inc. was created in 1996 as the county's Local Management Board (LMB). Each county in Maryland was charged by the Governor's Office for Children to convene a collaborative board to manage the implementation of a local, interagency, community based human service delivery system for children, youth and families.
By design, the Caroline Human Services Council (HSC) does not provide traditional "direct services" to individual clients but instead works with citizens, public agencies, private organizations, and community groups to expand existing resources and develop new and innovative services.
